Clacton’s blocks
The biggest town on the Tendring coast, and every kind of block.
Clacton had about 53,000 people at the 2021 census. Its flats range from converted seafront buildings to purpose-built blocks, and the service charge has to make sense on every kind of household budget.
Peter Bruff drew up the plan for a new seaside town in 1870, the pier opened in 1871 and the railway came in 1882. Tendring District Council’s appraisal of the Clacton Seafront Conservation Area describes hotels and guesthouses along Marine Parade, mostly three storeys with some of four, and Victorian terraces rising to four storeys near the front. Conversions show up in the appraisal too: Alton Lodge is now flats, and the former lifeboat house is a pub with flats.
Ownership is mixed as well. At the 2021 census about one in five Tendring households rented privately, so many blocks have landlords, tenants and owner-occupiers living side by side. Every one of them can have a portal account, tenants included, and our inspections come from Great Horkesley, about 15 miles away in a direct line, by way of Colchester and the A133.
The same appraisal says the general repair of buildings in the conservation area is getting worse. On an old seafront building, maintenance put off this year usually costs more next year, which is why the budget sits at the heart of block management in Clacton.
Service charges
Block management in Clacton-on-Sea starts with an honest budget.
A low budget that runs dry by spring is not a cheap budget. We aim for figures that hold up all year, explained line by line.
- Start from the leaseThe lease decides what can be charged, how costs are split between flats and whether a reserve fund is allowed. We read it before we write a single figure.
- Price what the building really needsInsurance, cleaning, communal electricity, fire safety, door entry and repairs are priced from quotes and last year’s actual spending. We take no commission on insurance or contractors, and our own fee is a fixed annual amount per flat, agreed in writing up front.
- Build the reserve steadilyThe RICS service charge code, approved by the Government from 7 April 2026, encourages reserve funds where the lease allows. Modest, regular contributions mean a roof or redecoration is paid for over several years, not in one demand.
- Phase and consult on major worksSection 20 consultation comes first whenever a single flat’s contribution to a job would top £250; skip it and the amount that can be recovered is capped. Where it makes sense, we split big work into stages, such as one elevation a year.
- Show where the money goesBudget against actual spending is on the portal all year, and the money you pay is kept in a client account of its own, never mixed with our company funds. You can follow where your service charge goes without waiting for year-end accounts.
When money is tight
Arrears dealt with early, fairly and in private.
When one owner does not pay, everyone else covers the gap, so arrears cannot be ignored. Nobody should be shamed or rushed towards court either.
- A correct demand, with the legally required summary of your rights, then a polite reminder if the date passes
- A phone call before any formal letter, to find out what has happened
- A written payment plan, agreed with the directors or landlord, so arrears clear over months rather than in one go
- A pointer to free advice from Citizens Advice Tendring, based on Clacton’s High Street
- Legal steps only as a last resort, and only with our client’s approval
Help with other bills can free up money for the service charge. Tendring District Council’s Local Council Tax Support scheme cuts council tax for low-income households, and the council says its support schemes help more than 11,000 households across the district. Clacton-on-Sea FAQs
Questions we hear about Clacton-on-Sea blocks.
Our block in Clacton has never had a reserve fund. Can we start one now?
Usually, if the lease allows it. We read the lease, list the big items the building will need over the next ten years or so, and suggest a contribution that builds up gradually instead of a sudden jump. If the lease has no reserve clause, we explain the options, which may include a lease variation, so directors can decide.
We have just been billed for work done two years ago. Do we have to pay?
Not necessarily. Under section 20B of the Landlord and Tenant Act 1985, costs incurred more than 18 months before the demand cannot be recovered, unless you were told in writing within those 18 months that the costs had been incurred and that you would have to contribute. We send that notice on time, so a late bill like this should never come from us.
What can residents put in the shared recycling bins at a Clacton block, and how often are they emptied?
Tendring District Council collects communal recycling from flats on an alternate weekly schedule. Paper and cardboard go in one wheeled bin; glass, cans, cartons and plastic bottles, pots and trays go in the other. Carrier bags and crisp packets go in neither. Keeping the bin store clean is the block’s job, and we can include it in the cleaning contract where the lease allows.
The front wall of our block near Clacton seafront is crumbling. Can we take it down and pave the garden for parking?
Check before anyone quotes. The council’s appraisal of the Clacton Seafront Conservation Area lists lost boundary walls and front gardens paved over for parking among the changes harming the area, and suggests Article 4 directions to control boundaries and front elevations. Rebuilding the wall to match may be the only option the council will accept, so we ask Tendring’s planning team first and budget for the answer.
